Where does purchasing start and stop?
Purchasing runs from the purchase order you raise on the supplier to the purchase bill you record when their invoice arrives. Both sit on the vendor's organisation record, so stores and accounts are not working from two different files.
Example: multi-branch trader
Head office raises a PO on the supplier and converts it to a purchase bill when the invoice comes in. The material sits at a branch inventory location, and that branch issues delivery challans against customer orders.

Job cost on the organisation, not a private spreadsheet
An expense request is money spent on the job - travel or site cost - recorded against the company that was visited. Accounts issues it. This is not a purchase bill from a vendor.
